Bids for the Warsaw-Wayne Fire Territory station No. 3 were scheduled to be opened Friday, but that’s been delayed until Sept. 8.
At the Board of Public Works and Safety meeting Friday, Mayor Joe Thallemer explained, “Several factors have arisen that necessitate extending the bidding deadline for the fire station. Those involve the timeliness of subcontractors meeting new statutory requirements to be involved in the bidding; refining bids in the base of bid document addendums; a short turnaround during a very busy construction season.”
He said the bidding process will be readvertised for a Sept. 8 bid opening at 10:30 a.m. in the city council chambers.
“We’re actually not extending this current bidding situation, we’re redoing it. We’re not changing any of the documents. We’re just readvertising it and we’re going to go again,” Thallemer said.
He said it’s anticipated that the bids will be awarded at the regular Board of Works meeting at 10:30 a.m. Sept. 15.
“There were some ambiguities in the bidding specifications that require more time to react than was available in the short bidding period. With the bidding season, with projects being so busy right now, we felt from our pre-construction meeting we’d have at least four or five interested in bidding. And all of those have indicated that because of what I’ve mentioned, we weren’t going to get any bids today. But we have been in contact with them to answer their questions, and we now will readvertise that bidding starting on Monday,” Thallemer said.
Had the city received any bids by Friday, he said they would have been returned unopened to respect the process, but the city didn’t receive any on the fire station.
In other business, the board approved:
• A Buffalo Street redevelopment project pay application for $4,367.45 for engineering services by American Structurepoint Inc.
City Planner Jeremy Skinner said the bid announcement for the project will go into the newspaper on Friday, with awarding of the bids hopefully at the first Board of Works meeting in October.
“We’re finally to the point where we’re ready to bid the Buffalo Street project and hopefully have an award in October and start later this year,” Skinner said.
Thallemer said at the last Northeast Indiana Regional Development Authority meeting, the RDA approved the subrecipient agreement between the city and Regional Cities.
“That’s a big funding component to our portion of the project,” Thallemer said.
• The second pay application for the CR 300N project for $152,987.91 to G&G Hauling & Excavating Inc. The Redevelopment Commission also approved it at its meeting Aug. 7.
“That project is in full swing. The road portion was completed so the school road wouldn’t be closed during the school year,” Skinner said. “We’re still working on the side path, and have the street lights to install as well as some work on Silveus Crossing. But, in progress.”
• A Husky Trail project pay application for $33,366.90 to A&Z Engineering LLC for the oversight of the construction of the road.
This is an 80/20 grant where the city will be reimbursed for 80 percent of the costs by the Indiana Department of Transportation.
Thallemer said phase I of the Husky Trail project finished a couple of weeks ahead of schedule. He asked Skinner how phase II was coming along.
“We’re still on pace to complete the project earlier than anticipated, but a lot can happen over the next two to three months that will change that,” Skinner replied.
The original completion date for phase II was late October.
• Two change orders for the Husky Trail project.
The first change order is for $8,295 and is in relation to the location of an old abandoned storm sewer that was filled, two manholes that needed adjustment and the addition of joints for the roundabout apron.
The second change order is not a project change order but a procedural change order for electronic payroll submission by the contractor as required by the Indiana Department of Transportation. The second order doesn’t result in a cost increase or decrease.
• Closing Canal Street from Ind. 15 to North Indiana Street from 10 a.m. to 4 p.m. Sept. 9 for Family Safety Day. The event is from 11 a.m. to 3 p.m.
• Closing Canal Street from Ind. 15 to North Indiana Street from 5 to 8 p.m. Sept. 11 for the Patriot Day (9/11) ceremony at 6 p.m. The ceremony will be inside the Center Lake Pavilion, with a brief ceremony at the 9/11 memorial at the end.
• Closing the southernmost part of Laurelwood Drive from 3 to 9 p.m. Sept. 16 (with a rain date of Sept. 23) for a semi-private event. The Park Ridge Community Association will be sponsoring a tailgate style event only open to residents/members of the association.
• Closing East Fort Wayne Street from Buffalo to McDonald's; Main Street between High Street to the alley before Buffalo Street; and Indiana Street from the alley north of Center Street to the Central Park parking lot from 6 a.m. to 2 p.m. Sept. 23 for the Cubmobile racing event.
• Warsaw Park Department’s contract for Santa Claus to appear at the 2017 Light Up The Night event and First Friday Dec. 1 for $200.
• Parks Department Recreation Director Sheila Wieringa’s request to apply for a grant with the Kosciusko County Community Foundation for $5,000 for the Central Park Concert Series.
• Wieringa’s request to apply for a grant with Kosciusko REMC Operation Round Up for $1,500 to support the 2018 Family Carnival.
• Stormwater Department agreements with R.A. Smith National and Foundation Business Systems for PermiTrack Software. Cost for the PermiTrack user account and database is $3,700.
• Wastewater Collections’ annual software maintenance agreement with A.E. Boyce Co. Inc. for $2,490.
• Clerk-Treasurer’s annual software license agreement with A.E. Boyce Co. Inc. for $6,280.
