The Propel30 study is a taxpayer waste and a destruction of the current businesses, homeowners, employees and tax revenue along U.S. 30.
You want to attract businesses to Warsaw. If you look at Plymouth, Indiana, they have a Pilot and Loves truck stop before and after you drive into the city with stop lights.
Why not just put a well-run large parking area truck stop for semi trucks with gasoline and diesel with 24-hour restaurant (Dennys, iHop, White Castle, Jersey Mikes Subs, Crack Barrel, Starbucks, & Chic Fil A) like a Pilot / Flying J / One 9, Travel America, Loves with electric charging stations before and after you drive into Warsaw. This will help capture tired truck drivers that tend to run red lights. Think of the millions saved by adapting this idea and luring these truck stops for tired drivers. Free coffee with fresh good food never sounded so good.
