Ronald Jones' letter (9-13-07) stated the auditor's results were the accounts and records of Silver Lake were in order. The audit was conducted in only six to seven days. This doesn't seem to be enough days to look at all paperwork for the town, water and sewer. Previous audits have taken 20 to 30 days. SBOA won't return until 2009.
Records show the police donation fund had money added that was never deposited or transferred to the fund. More money was spent than what was actually in the fund. Records show a positive balance rather than a negative. The clerk's annual report shows both balances. The audit report shows a different amount spent. How SBOA arrived at this number is a mystery because bank statements confirm what the record show as being spent.
My letter (9-7-07) didn't list all noncompliances the 2005-2006 records show. I don't understand how or why SBOA couldn't see what the records show and overlooked so many noncompliances. SBOA audits random samples but I.C. 5-11-1-2 stated their system of accounting and reporting is to be uniform. Other towns were reported for these same noncompliances.

If the council is looking at the month-end reports and claim dockets, they should have seen the noncompliances. So, are they not looking, don't understand or don't care? If they are looking, do understand and do care, why didn't they report the noncompliances to SBOA?
If what I have stated in the letters hasn't been true, why has there been no public denial, with proof, that I am wrong? I believe this can't be done because the records back up my statements.
As for the garbage can issue, I believe the council is forcing the police to write citations when no violation has occurred. The ordinance states in part: each owner and occupant ... is hereby required to provide and maintain such garbage can or receptacle. World Book Dictionary defines receptacle as any container ... used to put things .... bags are receptacles.
