No Felony Charges Following Federal Drug Investigation

A woman who was arrested as part of a federal drug investigation will not face felony charges. Chayla Foster, 40, was charged with a felony count of conspiring to distribute or dispense a controlled substance and a misdemeanor charge of possession of a controlled substance. Kosciusko County Prosecutor Dan Hampton filed a handwritten motion to dismiss the felony charge based on “the defendant’s commitment to rehabilitation.” Kosciusko Circuit Court Judge Michael Reed signed the order March 13. The misdemeanor possession charge is still pending. Foster was arrested Feb. 10 after an agent with the U.S. Food and Drug Administration Office of Criminal Investigation tracked a shipment of Tramadol to Foster’s home. Tramadol is an opioid used for chronic pain. Foster admitted she had been ordering Tramadol without a prescription twice a month for two years. She also would have the drugs delivered to her business, according to court records. Foster is the wife of a Winona Lake police officer.
