Library Service Is Not Free

I would like to respond to the statement Mayor Thallemer said: "To have a library that's been here for 100 years, providing free services to those that want to take advantage of them, it’s amazing."
When we moved to Warsaw last year we were excited about visiting the Carnegie Library and have access to all that knowledge in such a historical building. However, we were turned away. We were told that their "free service" would cost our family $80 each person.  
We always joined the library in our communities, some much larger then Warsaw's. We were surprised we had to go out of Warsaw, a distance greater then 10 miles, to get free service.  
I do not understand how a Carnegie Library can justify charging a Warsaw resident when if you know about Carnegie he believed in providing "free service to all." But yet, my family and I are excluded from this.  
Honestly, the name Warsaw Community Library really is not correct.

Editor’s Note: A library card is free to residents within the city limits of Warsaw, Wayne Township and any student who is eligible to go to a Warsaw Community School, which includes students who go to a college located within the township. Proof of residency is required, and a card is good for one year.
