Editor, Times-Union:
I just can’t understand why an intelligent woman like Ms. Shutz doesn’t know how a bill becomes a law.
I’ll try to explain as simply as possible for a novice.
The House of Representatives only needs a simple majority. After the House passes the bill, it goes to the Senate. The Senate needs 60 votes to pass the bill, but even when both the House and the Senate has voted for the bill, the bill is sent to the president to be signed into law. The president could sign the bill into law or he could veto the bill (reject it).
Why the lock down?
The House of Representatives have passed the bill and sent the bill to the Senate. The Senate, so far, can’t get the needed 60 votes.
The reason for the lock down: The cost of health care will go up. The subsidies were only temporary. Now the Democrats want to make the subsidies permanent. The cost of the subsidies would increase the national debt by trillions of dollars.
What will happen now? I don’t know. I don’t have a crystal ball.
