Board Of Works Awards Police Vehicle, Demolition Bids

Sealed bids were opened Friday by the Board of Public Works and Safety for two 2017 Ford Police Interceptor Utility all-wheel drive vehicles, with Kerlin Ford being awarded the contract.

Bids for the demolition of three properties were awarded to SiteworX Services LLC.

Mayor Joe Thallemer opened the five sealed bids for the two police vehicles, which included: Community Ford Lincoln of Bloomington, unit price $26,619.07 before trade-in, and $25,119.07 with trade-in; City Chevrolet, Columbia City, two units with trade-in, $51,102.50, net purchase with trade $26,551.25 per vehicle; Kerlin Ford, Silver Lake, net cost after trade for two units, $51,724.32, after trade one unit, $25,862.16; Oliver Ford, Plymouth, net cost one vehicle after trade, $24,672; Rice Ford, Warsaw, total for two vehicles with trade $51,775, unit price $25,887.50.

The bids were taken under advisement and reviewed by the committee until the end of the meeting.

“I do want everybody to understand that we have invoked the price preference for local Indiana businesses, which ... basically gives a preference to dealers within our county. And that was part of the bid process, so those who bid from our community knew they had the price advantage as set out in state statute and the amounts that the state statute allows are also allowed as part of the process. As well as those from out of the county knew that they were competing against the local price preference,” Thallemer said.

At the end of the Board of Works meeting, City Engineer James Emans said of the five vehicle bids received, the committee determined two were non-responsive because they were only pricing for a single car and the pricing for two vehicles was requested.

Of the three bids remaining, two were local dealers – Kerlin and Rice Ford.

City Planner Jeremy Skinner later presented the bid recommendation of SiteWorX Services LLC for the demolition of the house at 502 W. Winona Ave. and the garages at 117 E. Fort Wayne St. and 832 E. Market St.

SiteWorX’s bids were $11,436.80 for the home, $2,719.13 for the Fort Wayne Street garage and $2,976.13 for the Market Street garage. The board accepted the bids.

The West Winona home and Market Street garage are owned by Ralph Fitch, and the Fort Wayne Street garage is owned by the Redevelopment Commission.

In other business, the board approved:

• The closure of Center Street between Lake and Buffalo streets from 7 a.m. to 2 p.m. on Saturdays from today to Oct. 28 for the Kosciusko County Farmers Market. The market is 9 a.m. to 1 p.m. Saturdays.

• The closure of Buffalo Street between Market Street to the north and the alley south of Rex’s Rendezvous from 12 a.m. to 12 a.m. (24 hours) June 11 for the business’s 38th Annual Poker Run.

• The Warsaw Parks and Recreation Department donating $3,500 toward the Winona Lake-Warsaw Independence Day Celebration, which is at 10 p.m. July 1 with a rain date of July 2.

• A memorandum of understanding between the Warsaw Stormwater Utility and P4C Paddleclub Inc.

Utility Manager Brian Davison said, “We worked with them last year. It’s a club and they pretty much work along the Tippy River. They’ll kayak it. They’ll clean up the trash, remove log jams so that you can use the river.”

He said the agreement helps the city meets its minimum control measures as required by the Indiana Department of Environmental Management.

• An agreement between the Wastewater Utility and Core Mechanical Services Inc. for $6,700 per year for three years. Core Mechanical will biannually inspect all the cooling and heating units in all the utility’s buildings.

The next board meeting is at 10:30 a.m. May 22 in the city council chambers.
