A Warsaw man was arrested after allegedly paying for nude photos of a child between the age of 14 and 16.
Felipe Santizo-Ramos, 28, of 504 Frazier St., Warsaw, is charged with child solicitation, a level 4 felony; promoting prostitution, a level 4 felony; and possession of sex abuse material, a level 6 felony.
He was booked into the Kosciusko County Jail at 5:33 p.m. Monday on a $10,000 preliminary bond.
According to the probable cause affidavit, on Monday a Warsaw Police Department detective conducted a follow-up investigation where a child said between Sept. 24 and 25, a man, later identified as Santizo-Ramos, paid them money in exchange for sexual images and they had sexually-fueled conversations.
The detective conducted a forensic download of the child’s cell phone and located WhatsApp messages between the child and Santizo-Ramos. The messages started Sept. 24.
Through the app, Santizo-Ramos asked the child for a photo with everything showing and he would pay them money for a ticket afterward. Court documents did not specify what kind of ticket. The child sent two photos to Santizo-Ramos. He told the child he would provide money to them later in the day. The child provided him an address.
Santizo-Ramos tried to arrange for the child to meet somewhere, but the child told him they couldn’t meet until Sept. 28.
Santizo-Ramos said he would pay the child $50 before they met and the rest of the money when they met Sept. 28. He also requested another photo of the child, which was sent.
The child at one point asked for more money and Santizo-Ramirez said he would provide more money, but asked for sex in exchange.
The child asked for $200 and Santizo-Ramos said his best offer was $150. They both agreed on $130.
Santizo-Ramos asked the child for another photo. The child asked him for more money and sent him a photo. Santizo-Ramos then sent the child a photo.
Santizo-Ramos and the child talked about having sex and Santizo-Ramos they would have sex when they met.
On Dec. 11, the detective served a search warrant on Santizo-Ramos’s cell phone. On Dec. 17, the detective received those records and learned on Sept. 24, Santizo-Ramos’ cell phone location hit in the area of the child’s home and, during that time, the child received money from Santizo-Ramos for the photo.
The detective located Santizo-Ramos. He was taken to the Warsaw Police Department. Santizo-Ramos refused to talk to police. The detective explained the possible charges he was facing and Santizo-Ramos said he didn’t know the child was underage.
