Warsaw Council Approves Continuation Of 21 Tax Abatements

A list of tax abatement continuations were given unanimous approval by the Warsaw Common Council.
Community Development Director Jeremy Skinner presented them to the Council in groups and recommended they be approved.
The abatements included:
• Alpha Manufacturing, 2070 N. Cessna Road, was granted a tax abatement in 2014 by Kosciusko County for real and personal property improvements. They estimated at spending $5.4 million. To date, they have spent $650,000 in real property improvements and have hired nine additional employees since 2014, Skinner said.
• Zimmer Production Inc., 345 Main St., was granted a 10-year tax abatement on personal property in fall 2004 by the city. They estimated adding 270 additional jobs for all three incorporated entities and have added over 397 additional jobs. “They’ve made the investment of personal property, pretty close to $20 million, and they’ve hired more than the additional jobs than they originally said,” Skinner said.
Biomet Inc. and Subsidiaries, 56 E. Bell Drive, was granted a tax abatement in 2014 by Kosciusko County for $40 million in new personal property. They have roughly spent over $27 million in new personal property.
Biomet Inc. and Subsidiaries, 56, 132 and 351 E. Bell Drive, was granted a tax abatement in 2010 by Kosciusko County for $31 million in new personal property. They have spent over $15 million in new personal property.
• Flexaust Company Inc. has nine tax abatements. They were given in 2011, 2013 and 2017.
Flexaust, 1510 Armstrong Road, spent roughly $1.3 million in personal property since filing the statement of benefits form in 2011. Flexaust estimated adding two new employees and have added 81.
Flexaust Company Inc., 602 Leiter Drive, spent roughly $650,000 since filing the statement of benefits form in 2011. Flexaust estimated adding 25 new employees and have added 81.
Flexaust Company Inc., 1605 W. Center St., 1510 Armstrong Road, 602 Leiter Drive, was approved by the Council for personal property tax abatements in 2013 for their expansion projects at the three listed addresses. Flexaust estimated adding 40 new employees and have added 81 across the three locations.
Flexaust Company Inc., 602 Leiter Drive, 1605 W. Center St. and 1510 Armstrong Road, was approved by the Council for real personal property tax abatements in 2017 for their expansion projects at the three listed addresses. Flexaust estimated adding 15 new employees and have added 40. Some of the projects are completed, some are still pending.
• Lake City Heat Treating Corp., 2427 N. Boeing Drive, was granted a tax abatement by the city in 2019 for personal property improvements estimated at around $4.8 million after the city annexed the Airport Industrial Park. Lake City Heat spent around $4.4 million in personal property improvements and have hired eight additional employees since 2019.
Councilwoman Diane Quance said, “I just want to say I think this is really exciting that, in the last year we had, that they have moved forward like this and put that commitment into our community.”
• West Hill Development LLC – Banner Medical facility, 1295 Polk Drive. West Hill spent about $5.143 million in real property improvements since filing the statement of benefits form in 2015. Banner Medical has estimated adding 76 new employees over the next five years and have added 33 new employees since the building was built. The facility is the second building built at the Warsaw Tech Park. West Hill received the tax abatement for real property, and Banner Medical received one for personal property.
Torrent Holdings LLC, 406 E. Bell Drive, was granted a tax abatement in 2015 by Kosciusko County for real property improvements estimated at around $770,000. The city has since annexed the property in. They spent around $663,000 in real property improvements and have hired one additional employee since 2015.
Instrumental Machine & Development Inc./TBS LLC, 2098 N. Pound Drive, was granted a tax abatement in 2019 for real property improvements estimated at around $3.2 million. They spent around $2.9 million in real property improvements and have hired seven additional employees since 2019.
DePuy Orthopedics Inc., 700 and 715 Orthopedic Drive, was granted a 10-year personal property abatement for new manufacturing equipment at 700 and 715 Orthopedics Drive in 2011. No new jobs were attached to it. DePuy purchased around $20 million in new equipment over the last eight years.
• Wildman Business Group LLC, 800 S. Buffalo St., was granted abatements in 2012, 2014 and 2016. A 10-year tax abatement on personal property at 800 S. Buffalo St. was granted toward the end of last year with the expected expenditure of $2.1 million in personal property equipment. Wildman has spent about $2.1 million on personal property equipment to date.
R & B Investors Partnership, 800 S. Buffalo St., was granted a 10-year tax abatement on real estate and personal property at 800 S. Buffalo St. They have expanded their existing facility by 12,000 square feet. Wildman Uniform spent $533,000 on real and personal property improvements and created an additional 93 jobs since 2012.
Wildman Business Group LLC, 800 S. Buffalo St., was granted a 10-year tax abatement on real property at 800 S. Buffalo St. They completed an addition to their existing facility to add additional space for receiving and shipping. Wildman completed the real property improvements and have since hired an additional 76 employees since filing the original statement of benefits form in 2016.
After all the tax abatements were approved, Warsaw Mayor Joe Thallemer said, “I know it can be a little bit confusing, but this is certainly something that is a big part of what we do to try to attract investment in the community and this is one of the few incentives that the city has, real incentives that the city can offer.”
