Vote Center Closures

To the members of Kosciusko County Election Board:
I wish to express my strong opposition to the proposed closure of crucial vote centers in our county’s smaller, rural communities.
Specifically, I urge you to preserve the full-time status of the vote centers at Amazing Grace Community Church (202 W. Arthur St., Sidney) and the Heritage Park Building (338 S. Walnut St., Etna Green).
While the proposal suggests keeping these locations open strictly during "small town elections," shuttering them during major midterm and presidential election cycles severely restricts voting access for rural residents.
When Kosciusko County transitioned to a vote center model in 2021, the guiding promise was that any voter could vote anywhere, making the democratic process more flexible and accessible. However, that model only succeeds if vote centers are equitably distributed geographically.
Removing physical polling places from communities like Sidney and Etna Green disproportionately harms our rural neighbors for several reasons:
Transportation Barriers: Not all residents have reliable access to transportation. For a senior citizen, a working-class family, or a voter with mobility issues living in Sidney or Etna Green, forcing a drive to an alternative vote center miles away to cast a ballot is a major barrier.
Economic Impact: With high fuel prices and limited spare time, expecting rural residents to travel up to 20 or 30 minutes round-trip to exercise their fundamental right to vote is an unfair financial and logistical burden.
Voter Confusion: Consistency is key to strong voter turnout. Opening these centers for local municipal elections but closing them for county, state, and federal elections creates needless confusion and discourages participation.
Community Representation: Our smaller towns and unincorporated areas deserve to feel connected to the county's civic life. Closing local vote centers sends a message to rural residents that their convenience and political voice are secondary to administrative cost-cutting.
Voting should be as accessible and stress-free as possible. The presence of these neighborhood vote centers ensures that every eligible voter in Kosciusko County — regardless of their zip code — has a direct, local path to the ballot box.
I call on election board members Bill Morton and Austin Rovenstine, and also county party chairs Vicki Morton and Mike Ragan, to stand up for rural voters in Kosciusko County by rejecting the closures of vote centers in Sidney and Etna Green, as well the Winona Lake Senior Center. If anything, we should be expanding voter access in Kosciusko County, not reducing it. Will Leesburg and other small towns be next when it is no longer convenient or economically feasible to serve them?
