Preliminary, Final Plats Get OK From Warsaw Plan Commission

With no remonstrators present during Monday’s Warsaw Plan Commission meeting, and not a lot of questions from the board, the two petitions before them were unanimously approved.
The first petition sought approval for the final plat of subdividing 16.08 acres into two lots at 420 Westcreek Drive, as requested by applicant Austin Head. The preliminary plat was presented to the Plan Commission at their January meeting.
City Planner Justin Taylor said lot 1 will be approximately 4 acres on the north end of the parcel, and the petitioner wants to create a buildable lot for a residential structure. Lot 2 will be about 13 acres, containing an existing pole barn and significant portions of floodway and flood plain. He said utility access will be available on Westcreek Drive. Both lots will be in Residential-2 zoning districts.
Plan Commission member Jeff Owens asked if there were any deviations from the preliminary to the final plat. Taylor said there were not.
Plan Commission President Rick Keeven asked if there were any phone calls or letters regarding the petition. Taylor said a few people came in before the meeting to ask a few questions and take pictures of the plat, but they didn’t stay for the meeting.
Chris McCrea, with John Kimpel & Associates Inc., said they drew up the subdivision plats with the two lots. “It has not deviated from the initial preliminary,” he stated.
Councilman Juergen Voss asked if there were city sewer and water out there. Taylor said there was sewer down Westcreek. Water would depend if Indiana American Water was out there.
Owens made the motion to approve the final plat, Commission member Dan Stevens seconded the motion and it passed 6-0. Members absent were Dave Baumgartner and Councilwoman Diane Quance.
McCrea also was there for the request for the preliminary and final plat approval of subdividing 7.29 acres at 2392 N. Boeing Road to create three lots. Kimpel & Associates was the applicant and Zimmer Biomet the owner.
Taylor said lot 1 will be 0.66 acres and contains an existing building and a 30-foot-wide ingress/egress easement on the east side to provide access to lot 3. Lot 2 will be 0.93 acres and is currently vacant, but will have access through its frontage along CR 250N. Lot 3 is 5.25 acres and will have ingress/egress via its frontage along Boeing Road and that 30-foot easement located on lot 1.
He asked the Plan Commission to grant preliminary and final plat approval as the proposed subdivision does not contain any additional public infrastructure.
After a few questions about the easements, Stevens made the motion to approve the preliminary plat, Plan Commission member Michelle Boxell seconded it and the motion passed. They suspended the rules and then Voss made a motion to approve the final plat, Boxell seconded it and that motion passed 6-0.
