PIERCETON — The Pierceton Town Council held their year-end meeting on Sunday.
The council first voted to forego the typical two readings for new ordinances. The following ordinances were presented: 2026 salary ordinance, transfer ordinance, memberships resolution, bills resolution and encumbrance resolution.
The 2026 salary ordinance addressed pay for town employees, with the council voting to keep employee salaries the same in 2026 as they were in 2025.
The transfer ordinance, 25-12-3, was an emergency ordinance that gave Clerk-Treasurer Myra Mast the power to appropriate funds from one account and move them into another account. With this ordinance, the following transfers will be made: $10,349.97 from the police department payroll will be transferred to police department supplies, $11,658.20 from the police department payroll will be transferred to police department supplies, $771.10 from motor vehicle services will be transferred to general supplies, $434.72 from general supplies will be transferred to services, $1,100 from general supplies will be transferred to services, $255.35 from general supplies - from the cedit fund - will be transferred to services, $60,000 from services - funded by the tif fund - to capital fund assets and $2,013.76 from the capital assets account will be transferred to transfer account.
The resolution for memberships, 12-2-25, was to determine with which organizations the community would continue memberships. Council voted to maintain their memberships with the same organizations as in 2025. Organizations they are members of include Indiana Association of Cities and Towns, Indiana League of Municipal Clerks and Treasurers, Indiana ADA and Title VI Coordinators’ Association, Indiana Association of Chiefs of Police, Fraternal Order of Police, Kosciusko Economic Development Inc., Pierceton Chamber of Commerce, American Water Works Association, Indiana Municipal Management Association and Indiana Department of Environmental Management.
The bills resolution, 12-1-25, gives the clerk-treasurer “the ability to pay bills in a timely manner,” as described by Glenn Hall, council president. This resolution gives the clerk-treasurer permission to pay recurring bills without the direct permission of the town council for each individual bill.
The encumbrance resolution, 12-3-25, allowed funds from 2025 Funds to be transferred to the 2026 budget. The funds were appropriated as follows: $11,658.20 from the 2025 general fund to marshal supplies; $24,100 from the TIF general fund to tif engineering fund; $46,655.25 from the 2025 Economic development income fund, CEDIT, to CEDIT machinery and vehicles; $14,908.91 from the 2025 CEDIT fund to CEDIT machinery and vehicles.
All f the above ordinances and resolutions were unanimously approved.
The council also voted to renew their contract with town attorney Tammy Keirn, from Lemon, Keirn and Rovenstine. Keirn made a small edit to the previous contract that now allows either party, the town of Pierceton or Keirn, to terminate the contract with 10 days' notice to the other party.
Additionally, the council members will continue with their previously held positions: Hall, Pierceton Town Council president; Matt Brubaker, Pierceton Town Council vice president; and Chauncey Smith as Pierceton town council member.
