North Manchester Council Raises Water Rate

NORTH MANCHESTER – At Wednesday night's meeting, North Manchester's updated water utility rate was approved on third reading of the ordinance by the town council, raising the minimum from $26 to $38.63.
Town Manager Adam Penrod said this is a project-related increase as the town has been planning for the upcoming utility improvements for several years. The rate increase is a part of that project's implementation.
Council also approved an updated sewer use ordinance on third reading following a permit renewal from the Indiana Department of Environmental Management, and a stormwater ordinance update on first reading. The 34-page stormwater ordinance is available for the public to review at Town Hall.
In other business, council:
• Approved Imagine One 85's $10,000 funding request.
• Heard an update from the street department on fall cleanup, including the new leaf machine.
• Heard from Penrod who submitted the latest Community Crossings grant application for improvements on College Avenue, East 4th Street and Strauss Provimi Road.
In public comments, Bob Sklar challenged the council's prior assertions regarding salary increases for town employees, citing increases dating back to 2019, and questioned the town's payments for surveillance cameras. Sklar said "more people need to start paying attention" and said to Council, "collectively you're hurting the town."
There was a town docket of $1,048,773.30 and a utilities docket of $665,381.22.
Council will next meet at 7 p.m. Dec. 3.
