A Mentone man was arrested after allegedly taping someone undress without their knowledge and having child sex abuse material on his phone.
William Alexander Kollman, 38, of 6756 S. Ind. 19, Mentone, is charged with possession of child pornography, a level 6 felony; and voyeurism, a class A misdemeanor.
He was booked into the Kosciusko County Jail at 3 p.m. Thursday on a $35,500 preliminary bond.
According to the probable cause affidavit, on Oct. 22 an Indiana State Police detective and other law enforcement officers served a residential search warrant on a residence belonging to Kollman regarding possession of child sexual abuse material.
The detective talked with Kollman and read him his Miranda rights.
Kollman allowed the ISP access to his cell phone and law enforcement located 20 videos and several screenshots of an adult undressing in a bedroom. The camera appeared to be hidden under something on the floor due to the angle and it was pointed to the open bedroom door. The time stamps on the videos were between February and March 2025 and the screenshots were captured between June and October 2025.
Kollman said his indoor security camera had fallen and landed pointing toward the bedroom. Kollman discovered the records of the person undressing in the bedroom and left the camera. Kollman admitted the person was unaware the camera was pointed in the bedroom and it recorded them in a state of undress.
The detective spoke with the person who confirmed they were unaware of the camera and that they were being recorded.
In December 2025, the detective reviewed the forensic download of Kollman’s cell phone and located five screenshots of videos of child sex abuse material. The detective believed the child/children were 11 or 12.
The detective also located 164 files of the person in a state of undress.
