NORTH MANCHESTER – At Wednesday night’s meeting, the North Manchester Town Council approved a $65,000 contract with Jones and Henry Engineering for a preliminary study of the town’s water and wastewater management systems.
The service agreement starts the process of looking at the utilities’ collection systems and physical plants and determining priorities for repairs and upgrades. The study should be completed by March.
In other new business, the Council held public hearings for an alley vacation and additional appropriations of home-ruled funds that do not require Department of Local Government and Finance (DLGF) approval.
The 12-foot alley stretches one block between the properties at 802 and 806 W. Third St. Hearing no public comment, the Council closed the public hearing and approved the alley vacation ordinance on first reading.

A 3% increase on the town employees’ pay plan was approved in the 2022 salary ordinance on first reading.
The Council heard updates on the Chester Heights subdivision, which has had its first six houses occupied in 14 months. Council President Allen Miracle praised the introduction of Intertech Products Inc., formerly OJI Intertech, to the community at 906 W. Hanley Road.
Heads of the utility departments have a meeting with the Indiana Department of Transportation Monday to discuss the Ind. 114 bridge reconstruction planned for 2024. INDOT is working with the town to remove a water main that will obstruct the project.
