Manchester Council Approves New Employee Handbook

NORTH MANCHESTER – At Wednesday night's meeting, the North Manchester Town Council approved an amended version of the town employee handbook.
The current version was approved in 2003.
Councilman Allen Miracle moved to approve the handbook as presented with two additional amendments: raising the total number of PTO (paid time off) days from 10 to 13, and increasing maximum PTO carryover from year to year from 40 to 80 hours.
In old business, council approved the 2026 salary and stormwater ordinances on second reading.
In new business, council approved additional appropriations for 2026, including a $22,100 donation to Warvel Park.
Council approved the creation of a marketing and events coordinator employee, whose job description will be finalized by Town Manager Adam Penrod and Clerk-Treasurer Carrie Mugford soon.
Council approved 2026 regular meeting dates, which will remain at 7 p.m. on the first Wednesday of each month.
Mugford presented utility write-offs totaling $553.13, which were approved.
In other business, council:
• Heard a tree board update.
• Heard an update on the South Market Street bridge, which will close early next week.
• Heard North Manchester received $510,000 in additional Community Crossings grant funding for more street repairs.
• Approved a town docket of $633,475.41 and a utilities docket of $508,878.65.
Council's next regular meeting will be held at 7 p.m. Jan. 7.
