Leesburg Meeting Topics Include Abandoned Vehicle Ordinance, School Street

LEESBURG — At the Leesburg Town Council meeting Monday, the council passed a motion to start the process of receiving the revenue and responsibility of School Street now the county has done work to improve the condition of the road.
The School Street situation was initially brought up at a council meeting in December 2023 due to the poor condition of the road.
At that time, Leesburg Street Commissioner Craig Charlton said the road technically belonged to the county, but a suggestion was made that the town of Leesburg take that road over; however, the town was not willing to annex the road while it was in poor condition.
Charlton and Leesburg Councilman Mitch Rader spoke with Kosciusko County Highway Superintendent Steve Moriarty, and a plan was made to get the road in shape.
Council also reviewed several items that will be discussed further over the next few months. This includes possible changes to the annual town cleanup days because of ongoing issues. People who are not residents of the town bring items in after hours and dispose of them in the dumpsters paid for by the town. In addition, items that are prohibited are being placed in the town-provided dumpsters.
Council will also be discussing an amendment to the abandoned vehicles ordinance at future meetings in an effort to ensure that all vehicles are plated, in running condition and are being moved on a reasonable basis.
Charlton said seven ordinance violations were issued regarding the refuse ordinance. Four have been paid. Second fines in the amount of $100 will be implemented to those who did not pay the initial $25 fine.

• Council President Tom Moore suggested providing Leesburg Elementary School with a binder containing information about the town’s sewer ordinance now that two new Barnes septic pumps have been installed at the school.
