Leesburg Council Settles On Fine Amounts For All Ordinance Violations

LEESBURG — Leesburg Town Council members agreed Monday there should be one “blanket” policy for all ordinance violations, with fines set at $25 for the first offense, $100 for the second offense and $200 for the third offense.
Town attorney Nick Jacobs will work on amending ordinance wording regarding violation penalties over the next couple months.
Jacobs also will be sending out letters to 21 property owners who are still in violation of the refuse ordinance, informing them they will be fined, effective Dec. 1, if they are not in compliance by that date.
Twenty-five property owners were initially sent letters informing them that they were in violation of the town’s refuse ordinance. Four are now fully in compliance, 16 have made some progress and the remaining five have made no progress at all.
In another matter, Street Commissioner Craig Charlton announced the K21 Walking Path Project is nearly completed.
Charlton added the contractor for the project, Butt & Timmons Construction, recommends that in order to keep the sidewalks in good shape, homeowners should not put any salt on the concrete for the first year and should instead use sand or kitty litter.
In other news:
• The 2023 Leesburg Candelaria will be at 6 p.m. Dec. 9 at Town Hall. Doors open at 5:30 p.m.
• The 2024 Leesburg salary ordinance was approved at Monday’s meeting. There will be no change in salary for elected officials. For non-elected officials, there will be a 3% increase.
• A sanitary sewer report was provided by Derek Tenney.
• A homeowner spoke up during the public comments portion of the meeting, telling council members that the new sidewalk goes through her driveway and that the concrete is not even with the asphalt. It was suggested that she get in touch with the contractor to discuss options.
• Residents are to place yard waste in the town-provided trash totes. Sidewalks and trees are the property and responsibility of the residents. Sidewalks, streets and alleys are to be kept clear of low-hanging tree limbs to provide safe passage per town ordinance.
• Council members reminded residents of the following: No parking on any street between 3-5 a.m. every day; no burning anything, any time; be mindful of what you flush; street department cell number is 574-527-2884.
The next regular meeting will be 6:30 p.m. Dec. 11.
