Leesburg Council Sets Trick-Or-Treat Hours

LEESBURG — Trick-or-treating will be from 5:30 to 7 p.m. Oct. 31 in Leesburg.
Leesburg Town Council Vice President Christina Archer said the Leesburg Methodist Church will also be serving hotdogs, hot chocolate and cider during trick-or-treat hours.
Other topics discussed during the Leesburg Town Council meeting Monday included approval of the 2026 budget.
Council President Tom Moore said the budget will be made up of: general fund, $148,950; local income tax fund, $15,000; local road and street fund, $8,000; motor vehicle highway fund, $126,800; and cumulative capital fund, $3,000; for a total of $301,750.
The budget was unanimously approved.
In another matter, council is moving forward with an amendment to the abandoned vehicles ordinance, 90.02. The new verbiage will read: “No person shall abandon any vehicle within the town, and no person shall leave any vehicle at any place within the town for such time and under such circumstances as to cause such vehicle reasonably to appear to have been abandoned.”
In addition, town attorney Nick Jacobs put together flyers containing Spanish language sections of town ordinances. Council agreed this will provide more effective communication as the town’s Spanish-speaking population grows.
Lastly, Archer gave an update on the grant application process for the proposed walking path from Prairie Street, across the railroad track and to the school grounds.
Archer said she met recently with school officials, Kosciusko County Community Coordinator Amy Roe and representatives from Michiana Area Council of Governments to discuss the project.
“Clearly, trying to make a walking path to Leesburg School is not something that is going to be reasonably feasible anytime soon,” Archer said. “The main problem is just that the state of Indiana has laws that prohibit children from crossing railroad tracks on the way to school — and there’s no way to get around that.”
Archer said at this point, Roe is looking into other available grant opportunities to assist the town with completion of sidewalks on Prairie Street “because that is definitely our number one priority.”
At that time, Street Commissioner Craig Charlton announced he has a memorandum of understanding (MOU) from Plain Township, as the township has $100,000 in their township transportation and improvement fund available in 2027 for the town of Leesburg to be used toward improvement and maintenance of roads and infrastructures.
Council will review the MOU and discuss this further at the next meeting.
In other news:
• Leaf pickup began Oct. 1 and will end Dec. 1.
• Council issued a reminder no leaf burning is allowed in Leesburg. Leaves should be raked to the street but not into the street. No grass, sticks, pine needles, walnuts or yard/garden waste are to be mixed in with the leaves. Those items are to be placed in the town-provided trash totes.
