Issues In Leesburg With Underage Drivers Operating Motorized Vehicles

LEESBURG — The issue of underage drivers operating motorized vehicles on town streets was brought up at the Leesburg Town Council meeting Monday.
Street Commissioner Craig Charlton said there is one underage person operating a go-kart in town and another operating a mini bike.
“Not a year goes by that this doesn’t happen,” said Councilman Tom Moore.
“Unfortunately, it’s going to take someone getting hurt before it stops,” Charlton said.
Council approved an amended ordinance in 2020 addressing golf cart usage in town. The new ordinance includes dirt bikes, motorized scooters and mini bikes. No one under the age of 16 is permitted to operate these vehicles on city streets.
Charlton said letters will be sent out addressing this ordinance violation.
In another matter, a memorandum of understanding between the Kosciusko County Sheriff’s Office and the town of Leesburg is now in effect.
Deputy Tim Sammons will be the officer enforcing Leesburg’s ordinance codes, but other officers from KCSO may also be utilized to assist if necessary.
In other news:
• Residents are to place yard waste (sticks and leaves) in the town-provided trash totes. Sidewalks and trees are the property and responsibility of the residents. Residents are to keep sidewalks clear of obstructions to provide safe passage, per town ordinance 93.22B.
• A motion was approved for town attorney Nick Jacobs to draft a memorandum of understanding regarding money available from the Plain Township transportation and improvement fund for the town of Leesburg to be used toward improvement and maintenance of roads and infrastructures.
