BOW OKs Street Closures For ‘21 Farmers Market

The Warsaw Board of Public Works and Safety approved the Kosciusko County Farmers and Artisans Market request Friday for street closures every Saturday between May 1 and Oct. 30 from 7:30 a.m. to 1:30 p.m. with event times of 9 a.m. to 1 p.m. on Center Street between Lake and Buffalo streets and the Civic Plaza as requested by LeeAnn Jaeger. In attendance were members Mayor Joe Thallemer and George Clemens and city clerk Lynn Christiansen. Member Jeff Grose was absent.

Chris Fancil, EMS chief for the Warsaw-Wayne Township Fire Territory made a request to extend the Autopulse CPR devises warranty to three years with an application to the K21 Health Foundation for a grant of $67,535, which was approved.

Fancil said the units have proven themselves as life savers. In 2019, first responders were able to get a pulse back 22% of the time and the patients had a 9% survival rate.

In 2020 the Autopulse units were used 62 times. The pulse rate returned 37% of the time and the survival rate went up to 16%, countywide. In Warsaw the units were used 42 times in 2020 and the survival rate was 25 percent.

The funds will allow a three-year extended warranty for the territory’s 17 Autopulse units. Devises, chargers and devises themselves.

Fancil said the band that wraps around the body compresses all four chambers of the heart at once, making it 90% efficient.

“It’s a great change for us,” he said, “and a wonderful device.”

The board also approved an agreement with First Due as requested by Warsaw-Wayne Fire Territory Chief Mike Wilson. First Due publishes work schedules online schedules for personnel to access at their convenience. Costs are $2,085.40 for services from May 1 to Dec. 31.

Wilson said the purchase was pre approved by the fire territory board and the city’s IT department for compatibility.

Larry Plummer, parks department director, presented the yearly request from the Winona Lake - Warsaw Independence Day Celebration committee of  $3,500, which was approved. This year’s event is Saturday, July 3 around 10 p.m. with a rain date of Sunday, July 4.

Brian Davison, wastewater treatment plant supervisor,  presented two pay applications from Wessler Engineering, No. 97 for wastewater treatment plant expansion project’s construction over sight in the amount of $54,868, and  No. 98 in the amount of $8,218 for the asset management plan.

Davison also presented Kokosing Industrial’s pay application No. 99 also for the wastewater treatment plant expansion project’s construction in the amount of $694,388. All three requests were approved.

Davidson said the work is 90% complete with final grading, site improvements and final water line tie-ins to finish, adding that the heavy lifting has been done.

Travel requests for firefighter Ryan Marshall to attend a fire office strategy and tactics seminar in Indianapolis next week at a cost of $525 was approved along with a request from police officer Lucas VanderHart to attend a DRE – Drug Recognition Expert – course in Indianapolis later this month at a cost of $550.

Warsaw Police Chief Scott Whitaker’s request to receive quotes for three Ford police interceptor utility vehicles was approved. The department’s 2021 budget supports the purchases. Bids will be accepted until May 7.

Two special claims also were approved, one for a vehicle, $27,113 and a $6,666 invoice from Rockhill Pinnick for professional services. The regular claims totaled $2,638,191.50.

The following wastewater bill adjustments were approved: Shell, a reduction of $458.20 for a total bill of $489.27, because of arrearage; Bolinger, a reduction of $185.60 for a total bill of $39.21; and for Stahly, a reduction of $1,142.60 for a total bill of  $33.41.

The next board of works meeting is May 7 at 11:15 a.m. in City Hall.
