BOW Approves Concert Contracts For Warsaw Parks Dept.

Names of the artists performing at this year’s Rock, Blues & BBQ and Country concerts won’t be announced until April, but the Warsaw Board of Public Works and Safety on Monday approved the contracts to get the ball rolling.
Warsaw Parks and Recreation Department Recreation Director Stephanie Schaefer presented a contract with Entertainment Resource Group LLC for $25,000 to provide one national rock artist to perform a concert at Glover Pavilion in Central Park on June 16.
Entertainment Resource Group LLC also will provide one national blues artist for $12,500 to perform a concert at Glover July 7.
For $35,000, Entertainment Resource Group will provide one national country artist to perform a concert at Glover July 21.
All three contracts were approved. To pay for the three concerts, Schaefer said she will use budgeted funds and sponsorships.
One of the more popular events sponsored by the Parks Department is Daddy’s Little Sweetheart Dance. Schaefer presented a contract with Derek Tenney for $300 for Tenney to be the DJ at the Feb. 3-4 event. The Board approved the contract. Schaefer said that is budgeted money and they’ve used Tenney for years.
Warsaw Mayor Joe Thallemer asked if the dance was sold out. Schaefer said it’s getting there, with Saturday night (Feb. 4) being very close and Friday night (Feb. 3) having about 50-60 tickets left.
Parks Superintendent Larry Plummer presented the 2023 contract with Wayne Township for $79,000, which is $2,000 higher than the 2022 contract. The township pays the money so township residents living outside the city of Warsaw limits can make use of all the Warsaw Parks’ facilities and programs. The contract was approved.
Plummer then presented agreements with the lake associations of Center, Pike and Winona Lake for $2,500 each. The lake associations use the funds for the preservation, conservation and maintenance of the lakes. All three agreements were unanimously approved by the Board.
In other business, the Board approved:
• Pay application No. 4 for the airport lift station project for $288,593.
Community Economic Development Director Jeremy Skinner said the first three pay applications were paid out of the Redevelopment Commission not from the Board of Works. The funds will be disbursed from the recent Indiana Finance Authority bond issue regarding the refinancing of the wastewater treatment plant.
“So from now on, these pay applications will go before you, unless we have any cost overruns and then they’ll go back before the Redevelopment Commission where the project was originally approved to be paid out of,” Skinner said.
• Public Works Superintendent Dustin Dillon’s request to apply for a 2023 Community Crossings grant through the Indiana Department of Transportation. For the city of Warsaw, the grant is a 50/50 matching fund.
“This year’s Community Crossing grant, our project that we have in mind, is a few different areas of paving projects within our city,” he said, though he didn’t provide a list of those areas other than to say they’re highly traveled roads within the city.
The estimated cost of the paving projects will be close to $1 million, which would put the city’s contribution at approximately $500,000 if the city is awarded the grant.
Dillon said the grant deadline is Jan. 27, with awarding typically in April. A second calling for grant applications will be in June with awards announced in September, he said.
• Two additional taxicab permits for L & L Taxi.
Bryan Sherwin, Warsaw Police Department deputy chief, said both vehicles passed inspection and all the drivers passed their licenses. Insurance and registrations are current.
He said with these two permits, L & L will have three and Sherwin will present a fourth at the next Board of Works meeting.
Board member George Clemens said the Board appreciated the inspections and Sherwin’s due diligence on the inspections.
“It’s an important mode of transportation for a lot of folks, to get to work, babysitters, to school,” Thallemer agreed.
He asked if the community had an app-based ride sharing. Sherwin responded he was aware of one.
• The new hire/change in payroll report as presented by Human Resource Director Denny Harlan.
It includes the transfer to second shift for Warsaw Police Department probationary patrol officer Marissa Gunning at $2,416.15 biweekly; transfer to third shift for WPD probationary patrol officer Nikolas Shaw at $2,392.46 biweekly; new hire Braxtin Wilson as a groundskeeper at Oakwood Cemetery for $18.50 per hour; rehire of part-time temp Christian Burkholder as an administrative assistant for $15 per hour for the Building & Planning Department; transfer to second shift for WPD probationary patrol officer Drew Brewton at $2,487.22 biweekly; transfer to first shift and voluntary rank reduction for WPD patrol officer Clayton Rieder at $2,558.29 biweekly; transfer to third shift and promotion to sergeant for Zackery Smith at $2,794.45 biweekly; and promotions to corporal for WPD officers Lucas Vander Hart (at $2,679.53 biweekly) and Ryan Connors (at $2,608.46 biweekly).
