I wanted to respond to Heather Eslinger when she stated its called animal "control", defending the kicking of a dog to control its unruly behavior. I would also like to address Ms. Eslinger's idea that the citizens of Kosciusko County should blow off reports of animal abuse simply because of the large amount of years Mr. Clase has served as an animal control officer.
Just like a police officer there are specific ways to control an unruly situation, one being sedation. That is what training is for. A police officer would be legally charged if they kicked an out-of-control child. A parent would be legally investigated if their children looked emaciated. We do not treat people in that manner nor should animals be treated poorly.
As far as the emaciated dogs Ms. Ratcliff reported and nothing was done, all she wanted was Mr. Clase to drive by and see for his own eyes obviously the animals were located outside, therefore, a warrant was not needed. Yes, there are rules to follow when charging someone with animal abuse.
Ms. Eslinger, I want to explain what hearsay is so you understand. Just like the law enforcement the kicking of the dog is speculation without physical evidence. The emaciation is enough probable cause to take action due to the obvious physical evidence. I personally spoke to Jerry Clase and he stated emaciation is grounds to take further action against the owner of an animal. Like the police, firefighters and emergency responders all calls have to be followed up.
As far as the pitbull for those who have the misconception of the breed, keep in mind it takes humans to make a dog mean and no one has the right to continuously abuse an already damaged animal. My suggestion to those with the same opinion as Ms. Eslinger - I urge you to volunteer at your local animal shelter. It will make a person have a deeper compassion toward animals. I myself do not know if the allegations against Jerry Clase are true, however, I beg you to never blow off an accusation of abuse. Our animals need our voices.
