NOTICE OF AVAILABILITY
City of Nappanee Wastewater Treatment Plant

NPDES Permit No. IN0021466
Public Notification of Draft Pollutant Minimization
Program Plan (PMPP) Renewal
    The City of Nappanee, Indiana owns and operates a wastewater treatment plant (WWTP) located at 1401 Derksen Drive, Nappanee, Indiana 46550.  The facility discharges effluent to Berlin Court Ditch under the authority of the Indiana Department of Environmental Management (IDEM) through the National Pollutant Discharge Elimination System (NPDES) Permit No. IN0021466, which is currently in the renewal process.  The facility utilizes an activated sludge WWTP and is designed to treat an average daily flow of 1.9 Million Gallons per Day (MGD).  As required under 327 IAC 5-3.5-9, Nappanee prepared a draft Pollutant Minimization Program Plan (PMPP) for mercury, which was approved by IDEM and incorporated as effective in Nappanee’s NPDES Permit IN0021466  on November 1, 2012.  The PMPP was required to be submitted as part of the Streamlined Mercury Variance (SMV) application to IDEM.  The SMV is available to any facility with an effective NPDES permit that contains a Water Quality Based Effluent Limitation (WQBEL) for mercury that cannot be consistently achieved.  The PMPP within the SMV provides the foundation for the development and implementation of a Pollutant Minimization Program (PMP), which includes: 1) identifying known mercury containing processes and equipment and 2) identifying potential sources of mercury loadings in the influent.  The PMPP contains planned activities to eliminate or minimize the potential release of mercury to waters of the state and to eliminate or reduce loadings in the WWTP influent.  For each planned activity there is a goal, a way to measure attainment of the goal and schedule to implement the goal.  The purpose of this notice is to provide the general public the opportunity to review and comment on the PMPP renewal concurrently with the NPDES permit renewal process.  Interested persons may obtain a copy of the SMV and PMPP by contacting Gale Gerber, Utilities Superintendent, or Shaun Kern, City of Nappanee WWTP Foreman, at 1401 Derksen Drive, Nappanee , IN 46550 or by phone at (574) 773-2112.  Comments must be postmarked by August 17, 2014, addressed and sent to the contact and mailing address shown above.
