I’m concerned about the lighting situation in the Kmart shopping center early in the morning.
I often see elderly and disabled people with walkers and wheelchairs trying to get into the dialysis center for their early morning  treatment and the parking lot is completely dark. There are no lights illuminating the parking lot during the early hours of the morning. The potential for injuries or even worse is very high. With winter on the horizon, this is a very bad situation.
Other shopping centers have their lights on all during the night so I’m not sure why a shopping center with a medical facility would turn theirs off.
